Service Providers (SPs) play a central role in the program’s design and delivery. All shortlisted SPs are required to participate in an iterative co-design process, working closely with the DIB Manager to refine their proposals and implementation approach. This process ensures alignment with the expectations of investors, outcomes funders, and the Independent Verification Agent (IVA). 

Once engaged, SPs adopt a holistic approach by bringing together youth, training providers, and employers into a unified program model. The lead SP oversees the entire youth journey—from recruitment and acceptance, through training and tailored individual services, to employment placement and ongoing on-the-job support.

SPs are also responsible for coordinating program delivery in cohorts. This model not only enables structured implementation but also creates opportunities for continuous learning. Lessons drawn from each cohort are used to adapt and improve future training and service provision, ensuring a responsive and evolving approach that better meets youth and market needs.
