Development Impact Bond II (DIB II), rebranded as the F4J Careerz Program, represents the second phase of the innovative results-based financing initiative targeting youth employment in Palestine. The rebranding was introduced to better communicate the program’s purpose to the public and young beneficiaries.

DIB II successfully completed its mobilization in 2025 and has since contracted its first two Service Providers—Palestinian Contractors Union (PCIU) and Juhoud for Community and Rural Development—to deliver interventions focused on TVET-related employment. Program services officially launched in May 2025.
