The Ministry of Planning and International Cooperation is the branch of the Palestinian government, that is responsible for cross-sector planning, developing comprehensive development policies with the participation of all relevant Palestinian institutions and to coordinate sector planning in specific ministries.

With the launch of DIB II, the Ministry of Planning and International Cooperation (MoPIC) assumed responsibility for the World Bank grant, taking over from the Ministry of Finance. As the lead government counterpart, MoPIC’s role is to ensure that the program aligns with national development strategies and coordination frameworks.

By overseeing the results-based financing mechanism, MoPIC reinforces its mandate of managing international aid and partnerships in a way that supports sustainable employment solutions for Palestinian youth. Through this role, the Ministry ensures effective governance, coordination with development partners, and accountability for the disbursement of funds linked to independently verified employment outcomes.
